In Pakistan, Victory Against Polio is in the Hands of Local Officials : Bill Gate

Pakistan is one of three countries in which polio remains endemic. But I met recently with a group of national and provincial officials who seem to have a clear-eyed view of what it will take to finish the job. 
I met recently with a group of Pakistani national and provincial leaders waging war against polio in a handful of areas where the dreaded disease still exists.
Over the last 25 years, 122 countries where polio was once endemic have eliminated the disease. Just three countries remain: Pakistan, Afghanistan, and Nigeria. Reducing polio infections by more than 99 percent over the last quarter-century could not have been achieved without a sustained commitment from all countries to mount this successful global public health effort. But the hard work of reaching thousands of vulnerable children is largely a challenge that falls to local officials.
In Pakistan, eradicating polio is an especially unique challenge—although I’m optimistic, Pakistan will continue to make progress. A recent report by the Independent Monitoring Board affirms this optimism.
Last year, Pakistan had more polio cases than any other country.  But since the beginning of this year, overall, polio cases in Pakistan have dropped by 67% - from 69 cases in 27 districts at this time last year, to 23 cases in 13 districts since the beginning of 2012. 

It recently devolved its national health ministry, which means provincial and local officials have to work extra hard to coordinate polio and immunization activities. There are areas such as the semi-autonomous tribal region in northwest Pakistan where conflict and insecurity prevent vaccination activities.  Much has recently been written about new challenges that have arisen, including an alleged ban on immunizations by some local leaders in North and South Waziristan, Federally Administered Tribal Areas (FATA).  While this further complicates running immunization campaigns in an already-challenging environment, efforts are being undertaken to address the situation.  It also is important to note that this affects not even 1% of the country’s target population.   However, there are still some areas where the management of local polio campaigns needs to improve. Pakistan is effectively tackling these challenges with new approaches and adopting lessons learned from India.  
In the U.S. and other developed countries, we take the administration of vaccines for granted. Young children get immunized when they visit the doctor. But in Pakistan, heroic health workers often have to surmount obstacles, and even risk their lives to reach children who are unprotected.  Vaccine teams are enlisting the support of religious leaders to help counter misperceptions about immunizations and suspicions that they are part of a plot. They also are adopting proven methods to reach children in migrant communities where vaccinator teams that speak the local dialect have been recruited to reach local populations and give them more confidence in their efforts. And where it’s encountered political instability and insurgency, the polio program has tried to coordinate with the Pakistani military to get access for vaccinator teams and to try to ensure their safety.
As of last month, there were 16 cases of polio reported in Pakistan.

That doesn’t sound like a large number, and the progress that it demonstrates is worth acknowledging.
But polio is a cunning disease. Ninety-nine percent of the people who carry the virus don’t show any visible effects, so it’s hard to know who has it and where it’s traveling until a reported case shows up. In a country with a population of 175 million people, you can imagine how difficult this is.
But India has proven that it can be done in a country with a population of 1.1 billion. Earlier this year, it was removed from the list of polio endemic countries after going a full year without a new case of wild poliovirus. India’s success proves that polio can be defeated in the most challenging circumstances.
It was clear in my meeting with the Pakistani provincial leaders and several national officials who joined them that there’s a strong resolve to finish the job. They were very open about where efforts have fallen short. And the fact that the Pakistanis were willing to travel to India to meet with Indian health officials after their meeting with me really underscored their commitment.
India and Pakistan don’t always see eye-to-eye on things, so seeing the Pakistanis and the Indians sharing what is working and some of their common problems in solving polio was very encouraging. Their meeting was also a chance for India to help their neighbor, and a reminder that they need to stay vigilant in their own country.
Failing to completely eradicate polio would create a very real risk for the rest of the world - a resurgence that could affect tens of thousands of children worldwide getting infected. On the other hand, eradicating polio will result in benefits of up to $50 billion by 2035 in the world’s poorest countries. Our investment in polio eradication is also laying the foundation for delivery of other cost-effective health services—including vaccines for other preventable diseases.
Despite current challenges, my meeting with the Pakistanis and action taken on polio and vaccines by the World Health Assembly reinforce my confidence that we truly are on the verge of ending polio. India has proven that a strong commitment by political and community leaders, well-managed and high-quality vaccination programs tailor-made to local circumstances, and adequate financial resources can get the job done.
When it comes to polio, the Pakistanis and the Indians want the same thing we all do—a world in which no child ever gets this preventable disease again. But the responsibility to end this disease doesn’t just lie with the countries where polio transmission continues, we all have a responsibility to ensure a polio-free world.

Home Broadband Internet Telecom Cellular phone subscribers rise by 10.9m in 11M FY12

The cellular phone subscription has witnessed tremendous increase of 10.966 million in eleven months of the closing fiscal year 2011-12, widening the overall base to 119.860 million by May 2012.
According to the statistics of Pakistan Telecommunication Authority (PTA), the number of new connections increased on monthly average of 0.99 million in July to May period.

The overall teledensity of cellular phone users reached 68.6 percent by the end of third quarter of 2011-12. It means that every 68 persons out of 100 have mobile phone connections in Pakistan.
Customers at large are carrying multiple SIMs of different networks at the same time for availing on-net calls and SMS bundles offered by different mobile companies. The handsets having dual or multiple SIMs functions have given impetus to the trend of using multiple services of different operators by the users.
Moreover, mobile phone operators’ aggressive marketing and sales companies for retaining and adding new customers with free minutes and SMS bundles also attracted customer to carry multiple SIMs. The cellular operators penetration to small cities have increased on the expansion of their network and sales and services centres continuously that generated results in terms of their growth in subscriptions.
The competition among the cellular phones is intensifying while introducing new services and free airtime to customers in the past nine months, which have increased the usage of services against low cost. Overall the market is growing not only subscribers but with business as well.
Mobilink is leading the market with 36.04 million subscribers. It is followed by Telenor and Ufone with 29.89 million and 23.50 million, respectively. Zong and Warid stood at 16.56 million and 13.7 million subscribers’ base, respectively.

Correction in Subscribers’ base
The correction of subscribers’ base likely if the PTA restricts limit of 5 SIM per CNIC on the existing cellular phone connections as per supreme judiciary order.
Recently, PTA has set the limit over the purchase of subscription by one individual from 50 SIMs to 5 SIMs in its amended Subscribers Antecedents Verification Regulations.
According to the new rule, an individual can get subscription of 5 SIMs – prepaid or postpaid—on one CNIC from different or once cellular phone companies.
The authority has issued its new orders following the direction of Chief Justice Iftikhar Muhammad Chaudhry, who asked authority to stop illegal sale in Baluchistan and restrict one subscriber to get five SIMs.
Previously an individual could purchase 10 SIMs of one subscriber, that is, 50 for 5 different cellular phone companies in total.
Officials of the cellular phone companies feared of blocking millions of SIMs if the orders will be implemented on overall subscribers’ base as there are scores of individuals having many SIMs registered on their CNIC.

The company has officially announced this news through an paper advertisement and in this way the company welcomes the government's decision to implement EURO-2 emission standards as the main aim of the policy is to reduce the amount of hazardous vehicle exhaust emissions.

Earlier the government had planed to introduce Euro-II emission standards for all petrol-related vehicles, imported or locally assembled, from July 1, 2009, while such standards for diesel vehicles would be enforced from July 1, 2012.

The Engineering Development Board has forwarded a draft of the Euro-II standards to stakeholders as proposed by the Pakistan Environmental Protection Agency.

Microsoft announced the commercial launch of Microsoft Office 365, the company’s next-generation cloud productivity services for business of all sizes, in Middle East and Africa region, including Pakistan.
Previously available on a trial basis in markets across the Middle East and Africa, Office 365 is now commercially available in 16 countries across the region.

CM Punjab Inaugurated Pakistan’s first IT University

Chief Minister of Punjab has inaugurated the Punjab Technical University, Pakistan’s first IT University. The IT University was the promise of Shahbaz Sharif which he made to people in 2009.

This university will offer a joint degree programs in collaboration with an internationally renowned IT University; Middle Eastern Technical University (METU- Ankara Turkey).

A public sector university which will be run by an autonomous board comprising of experts and philanthropists from the private sector.1000 students will be enrolled in coming September out of which 500 deserving students will study on a scholarship from PEEF.
The University will, in the next financial year move to a purpose built campus at Knowledge City along the ring road where 6000 students will be enrolled. The HEC will support PHD scholars studying at Punjab Technical University.

I am extremely pleased to announce that we will be launching Pakistan’s first IT University today. I had taken it upon myself to have an IT university established here in Punjab and I am glad to say that this promise that I had made to the people will be fulfilled today. Information Technology is the key to the future and the path to prosperity, there is no dearth of talent in Pakistan and we have produced great young IT experts such as Arfa Karim and Babar Iqbal. I hope that through this humble effort of mine, we are able to nurture talent and make a name for Pakistan in the IT world.

According to an official from PITB said that we have received very interesting ideas from people of different age groups from all departments of life.

Raja Pervaiz Ashraf Becomes Minister IT and Telecom


Raja Pervaiz Asharaf, architect of defunct rental power projects, has been given the charge of Minister of Information Technology and Telecommunication (MoITT) in the recent expansion of federal cabinet.
It is an interesting development and must be amazing and shocking for many in IT and Telecom industry in particularly and for masses in general, while most of them believe that it is better to be a ministry without a minister or run by bureaucrats and technocrats rather than Raja Pervaiz as federal minister of IT and Telecom.
The appointment of Pervaiz Ashraf, the main character of the infamous rental power project scam, raised eyebrows of many people as the apex court has already directed the National Accountability Bureau (NAB) to take action against him on power rental case.
But he will be serving as Minister IT and Telecom when industry is awaiting 3G license auction, which is likely to bring billions of rupees in the national kitty and Mr. Ashraf who will be directly involved is accused of corruption.
And if the government in principle decides to hold auction process of 3G in the current year then what best can we expect from Mr. Pervaiz Ashraf who is also notorious for giving unmet deadlines to end load-shedding several times in the past as Minister of Power and Water.
People in industry are anticipating that he will keep giving auction dates with postponed plans while repetitive delays will leave no chance for bringing 3G in the country.
Pervaiz Ashraf will be the fifth person who assumed the office of Ministry of IT and Telecommunication in less than four year of the present government.
Earlier, Sardar Latif Khosa, the present Governor Punjab, Sardar Assef (now joined PTI),Babar Awan, former law minister were also designated in MoITT. Besides Prime Minister who himself served for long as Minister-In-charge and chaired couple of meetings in nearly three years.

Islamabad (April 18, 2012) : Pakistan Telecommunication Company Limited (PTCL) has recently launched its 3G EVO Nitro wireless Broadband service in the Rawat Industrial Estate, near Rawalpindi.

President Rawalpindi Chamber of Commerce & Industries (RCCI), Mr. Javed Akhter Bhatti inaugurated the state-of-the-art wireless Broadband services of PTCL EVO Nitro in a colorful ceremony held at RCCI Industrial Estate, Rawat. PTCL’s Executive Vice President Estate Management,Mr. Kanwar Ghulam Mustafa and General Manager Wireless, Mr. Wajeeh Anwer, were also present on the occasion.
PTCL’s 3G EVO wireless Broadband is the only wireless Broadband network providing Rev A and Rev B connectivity in Pakistan, said PTCL EVP, Mr. Kanwar Ghulam Mustafa while addressing local industrialists gathered on the occasion. “It gives unlimited data volume downloads in unlimited usagepackages while giving consumers a superior 3G experience.”
President RCCI, Mr. Javed Akhter Bhatti thanked PTCL for connecting the Rawat Industrial Estate with 21st century’s global Information Super Highway, noting that it will yield a much-needed boost in Rawat’s industrial productivity.
